Evaluation of the Free from Violence Local Government Grants Program

ANROWS was contracted from October 2019 to March 2020 by the Municipal Association of Victoria (MAV) to evaluate the Free from Violence Local Government Grants Program. Under the Victorian Government’s ten-year Free from Violence Strategy to prevent family violence and all forms of violence against women, 35 local councils were funded across the state to undertake primary prevention activities.
ANROWS’s work involved:
- providing evaluation capacity building to support 35 councils across Victoria funded under the program
- analysing and synthesising the findings from the councils’ project reports to inform a final program report on the implementation and effectiveness of the Free from Violence Local Government Grants program and identifying future capacity-building needs
- identifying case studies of promising primary prevention practice
- assessing the role of the MAV in delivering the infrastructure required to strengthen council leadership and primary prevention activity at the local level.
ANROWS ran a workshop for the funded councils in October 2019 and provided tailored telephone and email support to councils as they completed their project evaluations. Support provided to councils included:
- advice on how to complete the reporting requirements
- feedback on data collection tools developed by councils
- advice on how to collect data on specific activities
- guidance on qualitative and quantitative data analysis skills.
